Information from the Medical Board on Provisional Prescriptive Authority
Read this article if you held a Masters Degree when you obtained an Ohio license.
This article does not apply to you if:
- You held a Bachelors degree or Certificate when you obtained an Ohio license.
- Received a Masters Degree after you obtained your Ohio license.
- You are currently working on a Masters Degree but have not yet received it.
- You are currently in PA school.
- You already have prescriptive authority.
If you held a Masters Degree when you obtained an Ohio license you need to submit a provisional prescriptive authority application to the Medical Board NOW before December 15, 2015. Language in SB110 that becomes effective October 15 will prevent you from ever getting prescriptive authority. OAPA will get this fixed but it will take a legislative change so we cannot predict how long it will take so take this opportunity to get prescriptive authority now.
OAPA has received affirmation from the Medical Board that, if you have submitted your provisional Rx application by December 15, 2015 you DO NOT need to complete the 30 hours of pharmacology CME and the 15 hours of Fiscal and Ethical CME.
In the OSMB Guidance Document that was emailed to all PAs in Ohio, #6 states:
“The applicant who has not completed the pharmacology, fiscal and ethical coursework must complete Sections 1, 2, and 4 of the application and Form A. These applicants will not receive a provisional certificate to prescribe at this time. However, contingent upon meeting all requirements other than the pharmacology, fiscal, and ethics coursework requirements, the physician assistant who submits the above application and fee no later than December 15, 2015 will receive a license with a prescriber number under the new law. The credential will be “50.00000-RX.”
The Medical Board has confirmed that a PA who submits the application by December 15 does not need to complete the CME hours. You will not get a provisional number between now and December 15 because you do not meet all the requirements for a provisional number, BUT you will get a license with a prescriber number after the Medical Board starts issuing them (and the processing of your application is done). The Medical Board is treating you like a PA who gets the qualifying Masters AFTER Dec. 15. You DO have to submit the educational transcript.
The Medical Board has further affirmed that, should you want to get a provisional Rx number to start prescribing before December 15, submit all the required CME with a complete application.
The new grads who have a qualifying Masters or higher but no job should submit the application filled out as much as possible and the transcript. The application needs to be here no later than Dec. 15th. The incomplete parts can be completed later if required. Just like the other group you will not get a provisional number if you do not meet all the requirements for one, but you will get a license with a prescriber number after the Medical Board starts issuing them. Once you get the license with a prescriber number you will still need to get a job in order to have a supervising physician give you physician-delegated prescriptive authority.
